The Ankara Social Entrepreneurship Ecosystem Capacity Building Financial Support Program was announced on July 20, 2026, under the Project for Supporting Civil Society through Social Entrepreneurship in Ankara. Through the program, approximately EUR 1.5 million in support will be provided to social enterprises.

Announced under the Direct Grant Component of the Project for Supporting Civil Society through Social Entrepreneurship in Türkiye, co-financed by the Republic of Türkiye and the European Union under the Instrument for Pre-Accession Assistance (IPA III), the program aims to strengthen the institutional sustainability, financial resilience, and social impact capacity of civil society organizations and social enterprises that promote development based on societal needs.

Overall Objective of the Program

To contribute to the development of a social entrepreneurship ecosystem made up of strong actors committed to creating solutions for change, increasing social benefit, and building a more sustainable world.

Specific Objective of the Program

To address the technical and operational capacity-building needs of social entrepreneurship ecosystem actors working to tackle the social and environmental challenges faced by Ankara, and to support the implementation of innovative and effective social service models.

Program Priorities

Priority 1: Increasing the capacity of social enterprises that operate with an innovative approach to addressing social challenges to develop and deliver products and services that contribute to their targeted Sustainable Development Goals (SDGs).

Priority 2: Supporting associations and foundations in establishing economic enterprises in order to strengthen their financial sustainability and facilitate their transition toward operating as social enterprises.

Eligible Applicants

For Priority 1:

• Cooperatives
• Associations and foundations with economic enterprises
• Social enterprises

For Priority 2:

• Associations and foundations that do not currently have an economic enterprise but intend to establish one

Grant Amount

Priority 1

• Minimum grant amount: TRY 550,000
• Maximum grant amount: TRY 3,000,000

Priority 2

• Minimum grant amount: TRY 550,000
• Maximum grant amount: TRY 1,500,000

Grant Rates

Priority 1

• Minimum support rate: 50%
• Maximum support rate: 90%

Priority 2

• Minimum support rate: 50%
• Maximum support rate: 90%
